Place almonds, basil, chives, rosemary and capers into the bowl of a food processor. Pulse until a chunky paste forms.
In a small bowl, whisk together olive oil, lemon juice and zest, white wine vinegar and caper brine. While the food processor is running, pour in liquid mixture until desired consistency is reached.
Spoon into a medium bowl and season with salt and pepper, to taste.
